The United Nations Development Programme (UNDP) helps countries to simultaneously achieve sustainable development and poverty reduction, introducing substantive improvements in the lives of communities. In Argentina, UNDP carries out a programme of cooperation and technical-financial assistance in line with the country's priorities, which promotes and provides substantive technical and management support to projects implemented by governmental and civil society organizations.

The Environment and Sustainable Development Area promotes the articulation of social, environmental and economic dimensions in development processes, promoting the design, implementation and evaluation of programmes aimed at ensuring sustainable policies in the areas of biodiversity, climate change and disaster risk management, energy, pollution monitoring and control, and sustainable production.

In this line, and according to the Programme Document for Argentina 2021-2025, UNDP contributes to the United Nations Strategic Cooperation Framework (UNSCF), by 2025, the population will have benefited from the country's progress in the implementation of its environmental regulatory frameworks, based on the strengthening of policies for climate action, pollution prevention, reduction and control, waste management, disaster risk management, energy and sustainable development, and sustainable production and consumption.

In this context, it is essential for UNDP Argentina to strengthen capacities to address the challenges posed in the areas of Energy, Climate Change and Environmental Monitoring and Control, under the direct supervision of the Coordinator for Environment and Sustainable Development.

**Position Purpose**

Under the guidance and direct supervision of the Environment and Sustainable Development Coordinator, the Programme Associate provides leadership in execution of services in the CO Programme Unit, supports the design, planning and management of the country programme by managing data and facilitating programme implementation. The Programme Associate promotes a client-oriented approach consistent with UNDP rules and regulations.

The Programme Associate supervises and leads the support staff of the Programme Unit. The Programme Associate works in close collaboration with the operations programme and project teams in the CO and UNDP HQs staff for resolving complex programme-related issues and information delivery.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

**Duties and Responsibilities**

1. Ensures implementation of programme strategies focusing on achievement of the following results:

- Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNDAF and other documents.
- Identification of areas for support and interventions within the thematic/sectoral areas assigned.
- CO business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management.

2. Ensures effective support to management of the Cluster´s Project Portfolio focusing on quality control from formulation to implementation of the projects achieving the following results:

- Design and formulation of projects and strategies, translating UNDP’s priorities into local interventions. Coordination of programme implementation with the implementing partners. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones.
- Initiation of a project, presentation of the project to Pre PAC, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst can perform functions of Manager Level 1 in Quantum for POs, vouchers approval, payments, advances and participates in recruitment processes for projects.
- Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of
