**Organization profile**
Every year, millions of people around the world go missing as a result of conflict, human rights abuses, disasters, organized crime, irregular migration, and other causes. The International Commission on Missing Persons (ICMP) is the only international organization tasked exclusively to work on the issue of missing persons. It works with governments and other stakeholders, including families of the missing, to help them develop and maintain successful missing persons processes. To learn more about ICMP click here.
**Position Background**
The Operations Officer is responsible for the management and maintenance of premises and physical resources and logístical functions at the ICMP offices in the Western Balkans, including warehouses and storage facilities. GSO will develop, plan, implement, and manage ongoing support programs including contracting, warehousing, and inventory of property and supplies, shipping and customs, and VIP official visitor support.
Outcomes:
- Day to day management, cleaning and maintenance of premises, equipment and consumables ensured.
- Based on the program requirements and available budgets, POs prepared and executed in timely manner and in line with ICMP’s policies and procedures.
- Day-to-day coordination with CS and program staff ensured.
- Inventory of fixed assets and small trackable items updated on monthly basis and upon request by the Head of Program and CS.
**Under the overall guidance and supervision of the Deputy Head of Program, the Operations Officer’s duties and responsibilities will include, but will not necessarily be limited to, the following**:
**Office and warehouse management**
- Planning and executing logístical and administrative tasks daily, including the management of WB related service contracts/agreements.
- Act as a point of contact with landlords and utility companies to ensure good maintenance and full functioning of the office premises in the WB region including heating, water supply internet connection etc.
- Preparing purchase requests and draft budgets related to some program costs (e.g. furniture, utilities, maintenance, office supplies, stationery etc.)
- Performing general office duties, such as ordering supplies, maintaining records of goods, services and assets, managing contractors, keep key areas within the office tidy and presentable.
- Managing delivery and receipt of goods in warehouses and keeping the assets records up to date in line with ICMP’s policies.
- Ensure timely servicing and maintenance of all equipment in line with ICMP’s policies.
- Responsible for the management, recording, labeling and tracking of fixed assets and small trackable items (such as mobile phones, laptops and similar) including inventory checks on regular basis and at least once a year.
- Responsible for accurate stationary acquisition and distribution.
- Manage two housekeepers in Sarajevo and Tuzla and coordinate between housekeepers and employees.
- Making recommendations to the Deputy and the Head of Program on best practices in office and warehouse management and updates in relevant ICMP’s policies and procedures;
**Support to the implementation of WB program activities**:
- As necessary, assist Communications Officer in production of ICMP’s publications and PR materials;
- As necessary, assist Procurement officer with the customs procedure and with the preparation of specifications for the purchase of instruments, equipment and chemicals for ICMP programs;
- As necessary, provide logístical and administrative support in events organized by the WB program, visits, conferences and similar;
- As necessary, provide assistance to transport unit in transporting goods and services, vehicle repair and maintenance;
**Other special conditions related to the job**:
- The Operations Officer shall perform her/his duties in close coordination with the General Services Manager at the ICMP’s HQ
- The Operations Officer shall perform other duties as may be assigned by ICMP line management.
**Requirements**:
- Completed secondary education (High School Diploma). A university degree in Management, Project Management, Public Administration or relevant fields is highly desirable;
- A minimum of five years of professional experience in procurement and asset management ideally within a multinational environment;
- Experience in planning of expenditures and records keeping within an international organization setting;
- Experience of general administrative duties;
- A valid driver license.
