**Regional Context**

The World Bank Group serves 30 client countries in the Latin America and the Caribbean Region (LCR).Clients range from large rapidly growing sophisticated middle-income countries to IDA countries to small Caribbean states to one fragile state. Despite immense resources, dynamic societies, and an average annual per capita income of about $4,000, deep inequalities persist in most LCR countries, with nearly a quarter of the Region's people living in poverty. The Bank's strategy in LCR is structured around two pillars and four cross-cutting themes. The first pillar aims at supporting the foundations for inclusive growth, and the second at investing in human capital and protecting the poor. The global themes focus on strengthening institutions and governance, promoting economic integration, ensuring social and environmental sustainability, and introducing appropriate risk management considerations in the design and implementation of development strategies.

**Country Unit and Position Context**

The LC7 Country Management Unit (CMU) is responsible for Bank operations in Argentina, Paraguay, and Uruguay, and is composed of a decentralized office in Buenos Aires, where the Country Director (CD) and the Operations Manager (OM) are based, an Anchor Office at Headquarters; and Country Offices in Asunción and Montevideo, each led by a Resident Representative (RR). The Buenos Aires office is large (around 75 staff) covering all aspects of the operational business from the field. The CMU oversees a wide range of Bank activities, including a large number of operations and a diverse knowledge program. The three LC7 offices have around 90 staff combined, which includes both CMU staff, as well as those mapped to GPs and other units.

**Duties and Accountabilities**

**Main Functions**

> Drive official vehicles safely for the transport of authorized personnel, picking up and driving WB officials to engagements as instructed by the Executive Assistant.

> Take responsibility for the official vehicle (dealing with the insurance company, mechanical maintenance, keeping payment papers, etc), and take care of the day-to-day maintenance of the assigned vehicle, checking oil, water, battery, brakes, tires and arranging for service when due.

> Ensure that the steps required by World Bank rules and regulations are taken in case of involvement in an accident.

> Ensure that driving assignments are carried out safely and on time.

> Keep and update the records of vehicle log books by updating mileage records.

> Take responsibility for the replenishment of first aid kits, safety equipment and vehicle maintenance tools in the vehicles.

> Respond to the instructions of the supervisor in relation to the care, maintenance, and repair issues.

**Supporting tasks**

> Supports building and other maintenance activities in the Buenos Aires country office. Ensures that office is well maintained.

> Helps moving staff in coordination with IT Team.

> Supports the facility coordinator with service providers and vendors to request quotations for services and purchases related to maintenance services. Evaluates local vendor proposals, negotiates prices and contracts with providers for maintenance purposes and ensures timely delivery of goods and services requested through external sources. Follows up as needed to ensure vendor meets obligations.

> Liaises with building management as necessary to ensure Bank space functions properly.

> Prepares and updates inventory of parking spaces on a periodic basis.

> Updates inventory of Bank-owned vehicles, including insurance information.

> Helps with the delivery of imported and local purchases with customs and shipping companies, building administration and residences.

> Helps with storage of furniture in the building, asset inventory, disposal of assets as needed.

> Supports customs clearance paperwork and diplomatic franchises for entry of office and official residences of relocated staff’s properties, coordinating with UNDP/Foreign Affairs Ministry. Paperwork includes accreditation of IRS staff and their dependents.

> Supports arrival and departure of relocated staff, handles all institutional public relations matters with different sectors such as Police Department, Fire Station, private hospitals and clinics, embassies, national ministries and other international agencies.

> Deal with Foreign Affairs Ministry and Ministry of Interior in relation with protocol and security matters.
